The Oregon cannabis licensing application requirement is for a minimum amount of liquid cash on hand to ensure that applicants have the financial wherewithal from the Oregon cannabis licensing process through to the initial 2-5 years of operation. General requirements for Oregon cannabis license applications include bank statements, CPA letters, Letter of Credit, or similar documentation. Additionally, a 2-3 year Pro Forma is also submitted as a component of the formal Business Plan. The Oregon cannabis license costs $4000 which includes a $500 non-refundable application fee and $3500 registration fee.

Adult-use cannabis in Oregon is regulated by the Oregon Liquor and Cannabis Commission (OLCC).

Oregon licenses seven different facility types in its adult use cannabis program.

The OLCC opened the application period for adult use cannabis licensing on January 4, 2016 and the process is still on-going for most license types. Due to an oversupply in the state, the OLCC stopped processing new producer applications per Senate Bill 218.

A licensee can hold multiple licenses and/or license types. There is no set limit on how many licenses that can be held by a particular licensee however Laboratory license holders can not have interest in any other license types.
